Lao, Yang, 7 others under immigration lookout bulletin

The Department of Justice has put former Department of Budget and Management official Lloyd Christopher Lao and seven others tagged in the ongoing Senate inquiry into pandemic spending under immigration lookout bulletin.

A separate Immigration Lookout Bulletin Order (ILBO) for businessman Michael Yang will also be released on Tuesday, Guevarra said. This was following Sen. Richard Gordon’s request to the DOJ on Monday.

“I have earlier released an ILBO addressed to the BI covering the persons of Messrs Lloyd Christopher Lao and seven others, as requested by Senate President [Tito] Sotto III,” Guevarra told reporters.

Others who are placed under the ILBO are tty. Warren Rex Liong and Pharmally executives Twinkle Dargani, Huang Tzu Yen, Krizle Grace Mago, Justine Garado, Linconn Ong, and Mohit Dargani.

Guevarra in his directive to the BI said the DOJ deems the issuance of ILBO against the personalities as prudent “[i]n view of the gravity of the matters subject of the Senate Blue Ribbon Committee hearings, as the issue involved is of national interest, and considering the possibility that the aforementioned individuals may attempt to place themselves beyond the reach of the legal processes by leaving the country.”

The subjects of the IBLO are personalities tagged in the ongoing Senate investigation into pandemic spending and purchase of government of alleged overpriced face masks and shields.

 The DOJ however stressed that the ILBO is “for monitoring purposes only, and it is not, in and of itself, a sufficient prohibition for a subject’s departure from the Philippines.”

Guevarra however confirmed that following the request of Gordon in their letter to the DOJ, the Senate Blue Ribbon Committee shall also be alerted when Yang is leaving or has arrived in the country.
