Baguio City Mayor Benjamin Magalong is filing a complaint against eight officials of the Baguio City District Engineering Office of the Dept. of Public Works and Highways (BCDEO-DPWH) for alleged violation of Republic Act No. 3019 or the Anti-Graft and Corrupt Practices Act.
He said his affidavit complaint is ready, and he will file it at Ombudsman in Quezon City. The complaint stemmed from a sidewalk project along Bonifacio Street alleged to be substandard.
"Basically yung content ng complaint is entering into a contract which is disadvantageous to the government at marami pa kaming ipa-file laban sa BCDEO since marami kaming nadidiscover na projects na substandard and defective," Magalong said.
("Basically, the content of the complaint is entering into a contract which is disadvantageous to the government, and we will file many other cases against them since we discovered many substandard and defective.)
Magalong added that the Department of Education's buildings were also deemed substandard.
“Nagpadala na nga ang DPWH ng tao nila dito para talagang sila na ang mag-inspect sa mga projects at nakita naman talaga nila na substandard and defective kaya lang after 8 months wala parin kaming nakitang concrete action and we can no longer tolerate such corruption so we will now be initiating the filing of cases," the mayor said.
(The DPWH inspected the projects, and they say they were all substandard and defective, but after eight months, we have not seen any wala concrete action, and we can no longer tolerate such corruption, so we will now be initiating the filing of cases)
The mayor furthered a series of meetings, and warnings were given to the district office, but nothing changed.
He said he wants this to be a test case of a government office filing a complaint against another government office to show that the local government unit is serious about putting a stop to corruption.
