The Bureau of Corrections (BuCor) directed its personnel to use only transparent bags in all its prison facilities, including the New Bilibid Prison (NBP) in Muntinlupa City and offices, to prevent the entry of contraband items.

BuCor spokesman Gabriel Chaclag said the policy would deter the smuggling of prohibited items, including cellular phones.

Preventing the entry of such items into NBP and other prison and penal colonies has been a challenge to BuCor, with operations conducted now and then to flush out such items.

Last month, a BuCor personnel was caught sneaking a cell phone during a surprise inspection at the NBP, violating a standing order issued by Department of Justice (DOJ) Secretary Jesus Crispin Remulla.

Chaclag said the policy has been in effect for some in its prison facilities but has been expanded to cover the bureau's offices.

"Dati na natin policy yan sa mga pumapasok sa prison camps pero sa ngayon ginawa natin pati sa mga pumapasok sa ating mga opisina (Its a previous policy actually for all those who want to enter our prison camps but now it has been expanded to include offices of the bureau)," Chaclag said.

He said violators would face administrative sanctions, including suspension.

"We will warn them first before proceeding to the filing of formal charges," Chaclag said.

Aside from the NBP, the BuCor also operates six other penal colonies in the country, including the Correctional Institute for Women (CIW) in Mandaluyong City.
