DAR to divide 6,064 hectares of Agri land in Sultan Kudarat

The Sultan Kudarat Department of Agrarian Reform (DAR) met its goal and validated a total of 6,064 hectares of agricultural lands to be parcelized to 2,342 agrarian reform beneficiaries (ARBs).

The properties would be subdivided under Project SPLIT, or Support to Parcelization of Lands for Individual Titling, distributed under collective Certificates of Land Ownership Award (CCLOAs). This project aims to grant individual land titles to ARBs previously awarded lands but were under joint ownership.

DAR Secretary Bernie F. Cruz lauded the development, saying that it would assist many ARBs who benefit from this project.

“This project aims to strengthen their land tenure security, as well as their rights to their property,” Cruz added.

The SPLIT project, which began in November 2020 and will end in 2024, will cover 1.368 million hectares of land in 78 provinces and 15 regions, benefiting around 1.1 million ARBs. 

DAR XII Regional Director and SPLIT Regional Project Manager Engr. Marion Y. Abella revealed that it had achieved its aim of 3,050 hectares in the province's first three months of implementation, which began in mid-year 2021, benefiting 1,198 ARBs.

“As of December last year, we had an additional target of 3,014 hectares to benefit 1,144 ARBs, and we have now accomplished 100% of the province’s total target,” he said.

Parcelling land is not a simple operation, according to Abella, because disputes arose on the fields during the validation of lands, demanding critical resolutions from Field Validation Teams.

ARBs' eagerness and desire to have a clear and defined ownership of the land they are tilling was documented by SPLIT project document or Shiela Mae Pacaco.

“These inspire us to deliver prompt service even if we have to climb numerous mountains and traverse muddy and bumpy roads under excruciating heat of the sun or heavy rain just to conduct dialogue, consultation meetings, and secure geotag photos of the areas,” she said.

The SPLIT project is a response to President Rodrigo Duterte's directive to divide collective parcels of lots during the 36th Cabinet Meeting held in Malacañang Palace on April 1, 2019, and to instruct the DAR to convene a task force and develop a program to ensure the distribution of individual CLOAs from the collective titles.
