The House of Representatives signed the Memorandum of Understanding (MOU) for the Register Anywhere Project (RAP) of the Commission on Elections (COMELEC) on Tuesday to increase the number of registered voters for future elections.

The MOU was signed at the Batasan complex in Quezon City by House Speaker Martin Romualdez and COMELEC Chair George Garcia.

“Gone are the days when new and old voters have to agonize about falling in line just to register and sometimes falling prey to some people who take advantage of the system,” Romualdez said.

Romualdez likewise explained that the RAP can be done in convenient areas in all locations identified by COMELEC, including malls.

“This project of the Comelec is commendable as well as we want every voter to participate in the upcoming and future elections. And we also have the barangay elections that will be held this October, so I guess this would be a good way to test this whole system,” he added.

The House Speaker then encouraged House members, personnel, relatives, attached agencies, and Filipinos to take advantage of the offsite or satellite listing project and exercise their right to suffrage in future elections.

Meanwhile, Garcia said the poll body intended to conduct the RAP nationwide and stated that the project may also be pilot-testing for the Barangay and SK elections.

“Our intention really is to conduct a Register Anywhere Project nationwide. Sa lahat po ng regions ninyo, nga ating bansa, plano na po natin gawin ang RAP at preparatory na po yun. Kung kaya natin magpa-register, bakit hindi rin tayo mag pilot test ngayong Barangay and SK elections? Mas kumbinyente sa mga kababayan natin (In all regions of our country, we plan to do the RAP and that is preparatory. If we can register, why don't we also do a pilot test for the Barangay and SK elections? More convenient for our countrymen),” Garcia said.
